Effective June 1, 2025, these new standards aim to reduce gasoline volatility, thereby decreasing emissions and contributing to cleaner air.

Understanding the New RVP Standards

RVP measures gasoline’s propensity to evaporate at specific temperatures, influencing both vehicle performance and environmental impact. The EPA Government website says, “Higher RVP levels can lead to increased emissions of volatile organic compounds (VOCs), which contribute to ground-level ozone formation, commonly known as smog.

To mitigate this, the EPA has mandated lower RVP limits during the summer months, traditionally setting the maximum at 9.0 pounds per square inch (psi) but requiring more stringent standards of 7.8 psi in certain areas. Learn More

Starting June 1, 2025, these stricter RVP standards will be enforced across eight states, including Missouri, Iowa, and Illinois—three of the four states in which RWT operates. The EPA also mentions, “Notably, Missouri’s entire state will now adhere to the 7.8 psi RVP requirement, expanding from previous regulations that applied only to select counties.”

  • Increased Fuel Costs: Producing gasoline with a lower RVP is more complex, leading to higher refining costs. These costs may be passed down the supply chain, potentially affecting fuel prices for end-users.
  • Risk of Non-Compliance: Accidental mixing of higher RVP fuel (e.g., 9.0 psi) into tanks designated for 7.8 psi fuel can result in significant penalties, including fines up to $10,000 and the costly process of pumping and replacing the non-compliant fuel.
